EBS - Patching to External Web Tier while internal web tier is up and running.

Can patch be applied to external web tier when the internal web tier is up. External web tier is only used for isupplier and imodules it does not have the forms processsing mode, reports or concurrent processing.

We have done entier baseline patching of aboud 300 patches to external web tier when the internal web tier was up and running. But some from our technical team say that internal web tier should be down while applying patch to external web tier.
