PSA_BC_XLA_PUB.Budgetary_Control is error

I created PO for the same item, budget account and amount without project attached,I can check funds successfully and have no problem, when I attached the project I could not reserve the budget and I got the error as follow.

‘’ Procedure PSA_BC_XLA_PUB.Budgetary_Control returns an error without any details to the calling procedure PO_ENCUMBRANCE_POSTPROCESSING.execute_gl_call. Please contact your support representative.
