Process_flag in CST_ITEM_CST_DTLS_INTERFACE

Hi

Can anyone let me know what is the meaning of process_flag in the  CST_ITEM_CST_DTLS_INTERFACE table. What does  process_flag=1 and process_flag=3 indicate?
