ZS3-2 - OL6 - removing locks after server crash of Oracle 11R2 database instance

Yesterday, our development database server locked up and had to be belly-buttoned. The datafiles reside on the clustered zfs-storage appliance. I ran the "Clear Locks" workflow, and restart the NFS service.

Also, created a new pfile and spfile. And removed the lk* file from the dbs directory.

After which, still get the following: ANY HELP WOULD BE GREAT, THANKS!

entries from alert log:

ALTER DATABASE   MOUNT
ORA-00210: cannot open the specified control file
ORA-00202: control file: '/z02/oradata/usdp03/dev1/cntrl03.dbf'
ORA-27086: unable to lock file - already in use
Linux-x86_64 Error: 11: Resource temporarily unavailable
Additional information: 8
