FDMEE Write Back Functionality issue

Problem description
We have a case to implement FDMEE write back to extract budget from Hyperion Planning to Oracle EBS, we did the following steps :
1. Define oracle EBS as source system
2. Define Hyperion Planning as Target system
3. Define new Import format for the EBS source system and Hyperion Planning Target system and setup EBS mapping for data load mapping and write back mapping accordingly .
4. Define new location and associate it with import format defined in step 3
5. Defined write back rule and define source filter part to define subset of data we need to extract to EBS(we determine version, scenario, year and currency) for the data subset.
