Request Sets Name LOV

Hi,

I recently migrate our old Client ADI to WebADI but ran into a small problem.  I'm sure the solution is simple, but can't find any information either on Metalink or in here.  The issue seems to be a security profile I'm missing as when I give access to "System Administrator", the LOV populate, if I remove the responsibility, the LOV is empty.  If someone could point me in the right direction I will really appreciate.

P.S. Screenshot provide is from a user with "System Administrator" active.  This is the empty LOV, when I remove access to the responsibility.
