after upgrade to R12,what's default value rounding level

Hi,

User upgraded from 11.5.10 to 12.1.3 just now. Compared with 11i,

In Tax Details > Transaction Tax Default Controls > Rounding Level should default to Line and Rounding Rule should default to Nearest for both Header and Site Level, but now  in R12 it's defaulting to Header Up.

is it correct that in R12 it will not use the default value in 11i?
