Concurrent Requests and System Administrator Responsibility

We are upgrading from 11.5.10.2 to 12.2.3.  I am trying to restore the functionality that allowed the System Administrator responsibility the ability to see all concurrent requests.  Along with seeing the list of concurrent requests they could also see the log files and put any request on hold.

I've studied this until my head hurts.  Here are some of the places I've looked for information.
