P4210 custom or standard fail to work on web client or webdev client

Hi,

has anyone seen these messages:

1.  activconsole.exe has stopped working

2.  starting web server .... (not responding)

3.  could not start web  server

4.  failed to launch E1 menu on HTML engine

Description: it does this for any version of P4210, after trying to create a new sales order.

config:

E1 9.1 TR 9.1.3.3

Window 2008 R2

Oracle 11g DB

Weblogic 11g

Have tried on all versions of IE browser 9,10, 11 and Chrome.

SR 3-8871737331 already opened.
