Set LOV for Descriptive Fledfield using Value Set

in EBS Customizations (MOSC) Question

My requirement is:
1) Assume that I already have defined a DFF in invoice header saying ATTRIBUTE12
2) Now I need to create LOV for this DFF (ATTRIBUTE12)
3) For example, I have created an invoice with vendor number 100

4) I want the LOV of ATTRIBUTE12 would only list this vendor site of vendor number 100
