Formula Security: how to associate Users to Orgs in R12

In R11 the OPM has the User Organizations function. In R12 this no longer exists.

In the Formula Security Manual (E11065-01) in the Product Development Security Profile Parameters table (starting from page 1-6) the Result column contains texts like 'The specific user must be associated with the owning organization'. My question is where do I setup this User x Organization association in R12.

Additional Question: When using the generic user name (e.g. ALL) to identify all users (profile 'GMD: User Name for All' assigned value ALL) and using this GENERIC USER in the Formula security profiles settings, does this GENERIC USER take precedence over the individual users (if defined)? or do the individual users take precedence over the GENERIC USER?
