WebCenter Portal Discussions - The service is unavailable.

We upgraded our WebCenter portal from 11.1.1.5 to 11.1.1.8 and after the upgrade when we go to "Administration" --> "Tools and Services" --> Discussions we're seeing "The service is unavailable." However, all services are up and running.
