Webcenter portal images are missing

We upgraded our WebCenter portal from 11.1.1.5 to 11.1.1.8 and after the upgrade all the public images are not being displayed. We confirmed that all images show up before the upgrade and they do not after the upgrade. We're able to solve this issue by adding the user to the administrators group, however, we cannot add all our users to the administrators group especially when the images are public. Did anyone run into a similar issue after upgrade?
