siebel server can not start after patch to 8 1.1.11

Recently, i patched our dev enviroment to 8 1.1.11 to implement openui. after the patch, the siebel server can not start and got the error message " svrmgr can not register the compoment". but if i deleted the diccache.dat, sometimes it works. or sometimes when i udpate the parameter in the svrmgr, i got  ke"y can not be found " error message and i have to restart the gateway again. Does anyone experience the same issue before?  please shed some light on the solution. thanks in advance.
