workflow JDESOentry ver24 in PD can't work after advanced to 38..

Hi, wondering what could be rootcause after the workflow JDESOentry fail to run in PD..but still working fine in PY.

Before this problem, user tried to advance the workflow to project status 38 (to PD) ,it advanced successfully but result in the workflow fail / fail to route the approval in workcenter in PD..

any advice....?
