Planned Orders are not getting released from ASCP workbench

we are in 12.1.3 Instance .In ASCP Workbench tried to release 365lines and getting an error  ora-06512: at "APPS.MSC_REL_PLAN_PUB"Line 2690, ORA-01000: Maximum Open cursors exceeded. Referred the Document 1149703.1 and it is not applicable for our issue. attaching the issue. Any help in this regard is appreciated.
