RUP 7 - Attachments in Self Service Benefits

I am trying to use the new attachments functionality in self service.  Every time I upload an attachment in self service and click on the life event in the benefits service center there is no attachment... any ideas of what I am doing wrong? Thanks.

PS We did just apply patch 18004477 to back out the other RUP 7 enhancement of the collapsing of plan types but I am not sure why that would effect this.
