11.5.10.2 : i faced the issue noted in note (Doc ID 1627791.1)

hello,

I'm upgrading  from 11.5.10.2 to 12.1.3I while  applying patch  6678700 the main upgrade patch

i faced the issue mentioned in the note (Doc ID 1627791.1)  so how to apply the mentioned Patch 8969799 while the upgrade patch is running ??
as  the worker failed with the Script zxmigrateprdopt.sql

should i skip the failed worker and apply it after the upgrade ??

File version is
