FROM_TIME and TO_TIME values in BOM_RESOURCE_CHANGES

I am not sure if this is the right forum to post this question. I do not see any other forum relating to Bill of Material Module.

This is on r12.1.3

Oracle converts time value from Department capacity change form into a solid number when storing from database.

So, for example, if the value entered in From Time as: 22:10:00 from the form,

After saving the form,

Value that will be stored in BOM_RESOURCE_CHANGES will be : 84189

Now, that is exactly the problem I am facing. I need to calculate net capacity changes in terms of time and I need the "22:10:00" from above example.
