Usage Tracking timestamp?

The date field in the Usage Tracking analytics area does not seem to be go down to the timestamp level? Is that correct? Even when formatting with hhmmss, I can not seem to get the time. It always returns 12:00:00 e.g., Suppose I have 20 users who ran a report on a specific date, is there a way to know what time they ran it? What if I want to know the last person who ran it. Without a time, it will show all who last ran on any given date.
