EBS GL import can't pick up monetary amount type balances for our domestic ledger

With FDMEE we tried to import GL balances from EBS source system. Our EBS GL has one domestic ledger and many international ledgers. In my test I set up data load rules for domestice ledger and international ledgers in EBS location. They share the same mapping rules. The domestic ledger has higher data volume than the international ledgers. The data load rules for these ledgers share one location. In data load rule I set Amount type = Monetary because we don't want to have STAT amount balances. During data load test the internatinal ledger is fine with monetary amount balances
