R12.1.3 - Calculate worked hours cost using different rates

We are on R12.1.3. We want to calculate the costs for worked hours using different rates. We want to calculate on a monthly basis for Global GAAP using a global rate, these journals need to impact only the primary ledger. We want to calculate on a yearly basis for Local GAAP using a local rate, these journals need to impact only the secondary ledger.  Can this be achieved using standard functionality in Projects?
