Testing Jdev 12c business service locally.

I'm experimenting with Jdeveloper 12c, and following oracle document 1677594.1.  The document ID contains a ms word download with an example to follow for a local test.  I followed the document and all is well until the test via http analyzer.  The result I get each time says:

Cannot find dispatch method for Request=[SOAPAction="",Payload={http://oracle.e1.bssv.JPR01000/}arg0].  Screenshot is attached.

I'm not sure where I may have gone wrong, or how to fix this issue.

Running

JDE E1 9.1

Win/SQL 2008

Tools 9.1.4.4

Using JDev 12.1.2 (32bit).
