Change Latest Start Date for Employee

Hi All, I want to change the latest start date for rehired employee, i.e he was hired first time on 1 DEC 2012 as temp employee (Temp Payroll), then we terminate his assignment as Temp and re-hired him as Permenant one on different payroll on 1-FEB-2013, but the latest start date remained as it is 1 DEC 2012

I tried to change it using both date tracking and Hr_Change_Start_Date_Api.Update_Start_Date methods but i've got the below error: Completed Payroll Actions exists

what should i do , i am new to ERP and need help urgently.
