Global Agreements vs Internal Reqs

We're trying to use Global purchasing across operating units but have found that if we put an inventory org in the Location, we can't create a purchase order from a global agreement.  If we remove the inventory org from the other details tab of the location, then we can't create internal reqs.. a catch-22.  Does anyone know of a way around this?
