Options to capture Quality data triggered from WIP Issue/Return transaction

We are using Oracle MES to process WIP transaction and using Oracle Quality module. Requiremnet is as follows:

Ability to capture quality data information related to components either based on WIP issue/Return transaction or on adhoc basis in the MES form.

Per business process a rejected component may be swapped on job via WIP return and WIP issue process in which case quality data needs to be captured for the rejected components. (Quality plans will be defined accordingly).

In some cases the WIP Issue/Return may not be done (when the parts are not serialized) but we need to capture this data also (invoking the same quality plan as above on ad-hoc basis) without navigating out of the MES form.
