Shipping Content Label for Non-WMS Orgs

Our company has two orgs that are WMS enabled.  We have created a Shipping Content label and attached it to the pick drop business process.  Management now wants to extend this functionality to non-WMS orgs for the label to be created during pick-release (or possibly pick-drop) where we auto-pick confirm.  These non-WMS orgs do not use the mobile warehouse functionality at all.   Can the label functionality in Warehouse Manager be used for this?  Only option I can think of right now is to create a BI Publisher report that drops an xml file into the label directory and add that
