Upgrade for Forms and Reports Note 437878.1 fails during opatch for 13413002

I am trying to complete the Forms and Reports part of instructions during the Java 7 upgrade and ran into a snag. Is Patch 13413002 even applicable to my environment? I am on Windows 2003 Server with Oracle Server 11.1.0.7 and Oracle Application Server, Forms, Reports 10.1.2.3.0
