Sourcing rules during organization restructure transition

We have ASCP running with oracle EBS 12.1.3.8 (Centralized)

We have our sourcing rules set up currently push demand to the supplying orgs correctly.  The problem is that we are planning to merge several orgs, consolidating them together in a new org, and for a period of several weeks or a few months we will have supply finishing up in the old orgs.  We need a way to set up sourcing rules that will recognize supply in in the old orgs and the new org, but only create planned orders in the new org.

I will attach a picture which might help to visualize.  The three "Millersburg" organizations will soon become one.
