XDO_CONCURRENT_REQUESTS_GT is not populated

RDBMS : 11.2.0.3.0

I'm using this program in development just fine. I ran my program with a bursting control file associated with it, then I tried to run XML Publisher Report Bursting Program and the parameter for request_ID shows an error: "APP-FND-01564 error 24345 in fdlget

Cause: fdlget failed due to ORA-24345: a truncation or null fetch error occured"

Before I launch an SR, can anyone tell me what I should look for? I pulled the value set info to XDO_REPORT_REQUEST_ID and I can see that XDO_CONCURRENT_REQUESTS_GT is not being populated. But it's not populated in development and the bursting program is working there.
