Collect Dep/Ben on Event Rules not functioning properly

We do not collect Dependent/Beneficiary Allocation or Fund information for our Plan Type 4x Plans. If the Collect Dep/Ben flag is turned OFF on the Event Rules table, the EDIT button is not available for selection for the Plan Type 4x Benefit. Therefore, the employee cannot edit their contribution amount.

If the Collect Dep/Ben flag is turned ON on the Event Rules table, the the employee can edit their contribution amount, however, the Dependent Beneficiary data and Allocation information is available. How can I get the EDIT button to appear and allow the employee to change their contribution amount without the Dependent/Beneficiary Allocation appearing. This worked fine in 9.0. We are in the process of upgrading to 9.2
