Second Level View Bar moves after navigating through Administration Screens

We have recently upgraded to 8.1.1.11 patchset8 and are experiencing issues with the Second Level View Bar in Open UI moving down (relocating) after navigating through several administration screens in Siebel.  When this happens the View Bar covers/overlaps the applet controls.  I have attached a screenshot for reference.  Is this related to the bug mentioned in Doc ID:  1676833.1?  This ID mentions that there is a bug related to resizing the browser window and then the view bar will relocate over the controls.  We are also seeing this issue, but ours is also happening without resizing of the browser window.
