FTS Fun with HF 30 and 61 on 9.3.3

So, I have an environment running 9.3.3 and hot fixes 2, 3, and 7 and FTS worked just fine.  I installed HFs 15, 30, and 61 and now FTS won't work.  I notice that in the content_url the "token" key has been changed to "FSbdg" and with that in there the File Manager is complaining with:

<WebSecurityAPI:ERROR> An exception occurred while processing one of the input values, please contact the system admin for more details.

If I change FSbdg back to token I get a token authorization error.  Anyone have a solution for this?

Worth noting: the app server and File Manager are installed on the same server, so the KB entry with separate app and FM servers doesn't apply.  The patches appear to have installed correctly.  This is reproducible on more than one environment.  The SQL script for HF30 has been applied and confirmed in the script_maint table.
