workflow is in read-only mode

Hi, wondering what could be the root cause when workflow is in read-only mode..all the options in workflow modeler are grey out. ?  The workflow has been running ok for some while..but all of sudden, it failed to run . User tried to purge workflow 's instance using R98860P and deactivated the workflow before opening the workflow modeler....

can advice ?
