Unable to create Tax only credit memo system throws tax error while saving

This has been a long pending issue from R12 migration our version is 12.1.3, users are unable to create tax only credit memos. System throws the error while saving. Please find the attached screen shot.

We use third party tax partner for our tax calculation.

I found some document on metalink but that patch is not available in 12.1 any help on this is appreciated.
