Getting TaxArea Vertex GeoCode Invalid error in National and Fiscal data when HRGEO is set to Y

I am getting the Tax Area Vertex GeoCode Invalid error when I try to assign a tax area code to an employee using the GeoCoder. The P05005 does retrieve the correct value but I can't save it. If I set the HRGEO to N I can save the record.

This is a new Vertex install in a development environment. I run the R07500 and R0701730. The vertex active code in G731 is set to Y. I am not sure what else to check.
