Unable to expire a install base when there is a open Service request

Hi,

IB doesn't allow to expire any Instance if any service request is open. We wanted to check if this is a controllable behaviour. It is valid bsuiness scenario and a expectation that  a Instance gets expred as long as it is returned back and the SR might stil be open to complete the credit process etc., This is our normal business process and we will not be able to expire the install base readily in these scenarios.
