Process Order API returns null value for HEADER_ID column

Working on importing open sales orders from legacy system into Oracle EBS using Process Order API.

Unable to import order as the header id column value returned from the api is null. the return status of the API is success but the header id is null.

If anyone has faced a similar issue before and is aware of a work around or a solution please let me know.
