Can't see project from one operation unit in other operation units

Hello! I have next problem

We using Oracle Applications : 12.2.3. We have 5 legal entity. For each legal entity we created operation units. In Implamantation options we checked "Allow Cross Charges to all Operating Units within Legal Entity".  But We can't see projects between different operation  units. Can you explain me it's possible to use project from one operation unit in other operation units if we have more than one legal entity?
