OEM alert CPU Queue Length warning, but CPU % appears low

Hi, just started monitoring Oracle DB and noticed occasional OEM alerts for "CPU Queue Length is 11, crossed warning (10) or critical (20) threshold."  To me, this would imply a CPU bottleneck, however, when I look at CPU % it is low (below 20%).  Memory utilization is just above 50%.  Disk I/O peak 25 per second.  Longest service time 6.1 ms.  All I have is OEM Database Control to look at this.  What should I be looking at to determine if I need to add resources?
