Did anyone run into issues with weblogic admin server after running upgradeOpss WLST Command ?

This is a 2 nodes WebCenter Portal Cluster and we are upgrading from 11.1.1.5 to 11.1.1.8. (Basically applying patchset 11.1.1.8. )

Weblogic was upgraded to 10.3.6 and we already copied the new binaries and ran the psa to upgrade repository. All the way until the process ask to run the upgrade OPSS which he did.

Now, when trying to start the AdminServer we get these errors in the log files:

<BEA-090892>

<The loading of OPSS java security policy provider failed due to exception, see the exception stack trace or the server log file for root cause.

If still see no obvious cause, enable the debug flag -Djava.security.debug=jpspolicy to get more information.
