Open Browser on local machine from Thin Client OneWorld?

I'm writing a report in an external application and would like the users to be able to call the report from their OneWorld menu.  The report opens in Internet Explorer.  We're a thin client environment using Citrix.  Does anyone know of a way to tell the menu item to open the report using the browser on the user's workstation instead of the browser on the terminal server?

We are OneWorld Xe (don't laugh) SP24.
