Restoring Users after the refresh

We have Oracle 11g environment. Whenever I do a refresh on lower environment users always compain that they lost the access. For example user1 who doesnt have access to Production will loose his access in QA when we do a refresh.

Is there a way to backup those users and put it back after the refresh. I am unable to find anywhere the process of doing this.

One solution i thought about is exporting the users, however i am not able to use the exclude option in the exp. Can anyone please provide me the script to do export using exclude options?
