Tax reportable flag while creating new site for supplier

Hello team,

We are working on upgrade project 12.1.2--->12.1.3 and noticed one change on tax reportable flag. It has started coming while creating new supplier site. Please see attached screen shot.

Has there anything changed ? what is functionality behind it ?
