PJT level Baseline budget not updated funding amounts in agreement form

Hi Folks,

Issue details as follow.

1. User created base line budget along with agreement amount  as 10000 USD

2. after few months user got change request hence he changed the funding amount in pjt module , as 100 $, we are using approvals but system is not allowing to approve this change request.

When we check in Change control  level system is showing as "Locked by XXXX User". how we can unlock to approve this change request amount.

Also confirm , If we unlock will system allow user to approve the budget? if not what is the resolution to fix this issue.
