Credit check rule

1. Enable the credit check on customer account(account site enabled as well but limit is blank), and Credit Limit is 20k.Order credit limit is blank and Tolerance% is 0.

2. Payment Term also enabled credit check.

3. while try to book order and find could book with total number below almost 22k, not 20K.

Is there any reason ?
