WC in Pending Approval Status - WF Cancelled

Hi,

We have a Work Confirmation that is sitting with Pending Approval status. When we look into the Workflow it seems the workflow has cancelled itself with the following code:

Error Message = 3120: Activity 'WCAPPRV/240249' has no performer.

What does that mean and how do we either restart this workflow or create a new one?
