Exclude an item group from rebate calculation

I found the following FAQ:

Question 3:  Is there a way to give a rebate to a customer for any item, except those items with a specific category code (ie: CTT)? 

Answer 3: The system is designed to set up only category codes that are valid for an adjustment.  The adjustment detail cannot be set up to exclude only one item/cat code combination from an adjustment.  The set up for the adjustment would include all of the valid category codes and would leave out the category code that users do not want the rebate to apply to.  An alternate option is to set up the adjustment to not apply on its own if factor values are entered high enough to not be met by the adjustment.  For example, create the adjustment details
