Service Work Order Voucher Generation

As far as we can tell there is not a way to separate the voucher generation by work order. The system creates one voucher per vendor and we need to have it create one voucher per work order. Has anyone created a custom mod for this, since it does not appear to be any kind of standard functionality that will do that?
