Create New Address in Customer Form

Hi All,

We have an issue when we are creating an address in the customer form where we are not able to see the list of suggestions when the address lines are entered but no county.

For example, we enter an address (leaving the county blank) and then will click save when usually the list of suggestions for the address becomes visible.  This is not occurring.  Instead we come to the screen where we have the option of "Create New Address" or "Use Existing Address".  When we click "Create New Address" we get the error message "Please enter valid address elements: County, City.  We do not know the county, we use the suggestions box to choose the county.  If we then hit Cancel we get booted out of the system.
